Ningbo Customs issued 36 measures to support high-level opening up and build a high-level open and strong province
Promoting high-level opening up and building a high-level open and strong province are the key strategies for Zhejiang Province to deepen reform and expand opening up. In order to implement the work arrangements of the provincial and municipal levels on promoting high-level opening up and building a high-level open and strong province, and to promote the detailed implementation of various work of the customs to support local deepening of reform and expansion of opening up, Ningbo Customs recently issued 36 detailed support measures. The detailed support measures cover four aspects of work tasks.
First, focus on building a hub for the allocation of bulk commodity resources. Serve the construction of bulk commodity storage and transportation bases, cooperate with the pilot of "bonded mixed ore" for imported copper concentrate, and optimize the inspection and supervision of imported bulk resource commodities such as crude oil. Support the refueling of new green ships and build an international bonded fuel refueling center. Fill the gap in the "bonded R&D" industry, and attract BYD's first bonded R&D project to settle down. Strengthen the support for scientific and technological applications, carry out the joint construction of the customs-port blockchain alliance, promote the national blockchain innovation application pilot, and jointly build a bulk digital supply chain platform.
Second, focus on supporting the construction of a world-class strong port. Continue to ensure smooth access to ports, and facilitate customs clearance of key commodities through holiday overtime, "zero problem clearance", appointment inspection, conditional pick-up and other convenient measures. Innovate the water-water transport supervision model, promote the application of the "departure confirmation" model around the "one body, two wings and multiple connections" development pattern of ports across the province, and achieve full coverage of "sea shuttle bus" convenient customs transfer within the province. Optimize the "sixth port area" model of sea-rail transport, support Yiwu Port to become the "sixth port area" of Ningbo-Zhoushan Port, and achieve the convenience of "same port, same policy" in different places. Serve the construction of a modern digital trade port, promote the data interconnection between ports and inland railway stations, inland ports, and dry ports, and move the "seaport" to the "doorstep" of enterprises.
Third, focus on promoting the high-quality development of cross-border e-commerce. Maintain the first-mover advantage of policies, release the dividends of the "double pilot", continue to use the "inspection before shipment" model, support enterprises to participate in the cross-customs return pilot, and expand the scale of cross-border e-commerce business. Improve the logistics efficiency of cross-border e-commerce and expand the scale of "forward warehouse + overseas warehouse" for exports. Expand and improve logistics models such as "cross-border e-commerce + sea-rail transport" and "cross-border e-commerce + ocean express ship". Assist the integrated development of "cross-border e-commerce + industrial belt", superimpose the functional advantages of "free trade pilot zone + customs special supervision zone + cross-border e-commerce comprehensive pilot zone", expand the "simplified declaration" model of cross-border e-commerce, and "inspect and release immediately upon arrival" of cross-border e-commerce exports.
Fourth, focus on creating an open environment with "three bests". Assist the Central and Eastern European Expo to upgrade its capabilities, provide full-process tracking services including pre-exhibition filing, in-exhibition supervision, and post-exhibition verification, and enhance Ningbo's image as a "main battlefield". Assist foreign trade enterprises to know and enjoy the benefits, support enterprises to make full use of preferential origin policies, and guide honest enterprises to enjoy the benefits of fault tolerance. Effectively improve the customs clearance efficiency of market-purchased goods, give priority to machine inspection and verification, and promote the convenient transit of goods between market-purchased sources and ports by means of sea-rail transport, safe smart locks, etc. Services should be provided to deal with trade frictions and trade barriers, strengthen early warning reminders, help enterprises understand and deal with foreign technical trade measures, and safeguard industrial rights and interests. Strengthen policy analysis and judgment and interpretation of foreign trade data, and provide suggestions for the high-quality development of local foreign trade.
